After many weeks of anticipation, we finally have the contents of the 2025 Autumn Budget confirmed. In an unprecedented occurrence, some Budget policies were leaked before the Chancellor took to the Dispatch Box, owing to the Office for Budget Responsibility (OBR) publishing its Economic and Fiscal Outlook document online, ahead of schedule.

There is a vast amount to digest in the detail, with many measures that have not made it to the mainstream headlines. It is hard to think of anyone who will not be affected in some way by the announcements.

Some pre-budget speculation came true, with changes to the salary sacrifice rules in respect of pension contributions, the introduction of a mansion tax and the largest tax-raising measure: a further freeze to the personal allowance, higher and additional Income Tax rate thresholds.

The Chancellor did, however, make some announcements that were less well anticipated. These included increased rates of Income Tax for dividends, savings and property income, and a restriction on the amount of Capital Gains Tax (CGT) relief available on a disposal to an Employee Ownership Trust (EOT).

Capital allowances also saw some changes, with a reduction to the main rate of Writing Down Allowances and the introduction of a new 40% First Year Allowance.

Capital Allowances: Autumn Budget 2025
Changes to Capital Allowances announced at the 2025 Autumn Budget on 26 November 2025 include a new 40% First Year Allowance for companies and unincorporated businesses and a reduction to the main rate of Writing Down Allowance.

Capital Gains Tax: Autumn Budget 2025
Changes to Capital Gains Tax (CGT) announced at the 2025 Autumn Budget on 26 November 2025 include the halving of relief for Employee Ownership Trusts and exclusion for Business Asset Disposal Relief purposes. There is also a new requirement to claim Incorporation Relief, which has previously been automatic.

Companies: Autumn Budget 2025
Changes for companies announced at the 2025 Autumn Budget on 26 November 2025 include increases to the investment limits for the Enterprise Investment Scheme and Venture Capital Trusts.

Compliance & Administration: Autumn Budget 2025
Changes to compliance and administration announced at the 2025 Autumn Budget include tax advisers being required to register with HMRC and a doubling of Corporation Tax late filing penalties. Longer term, e-invoicing will become mandatory for all VAT invoices in 2029 and behavioural penalties will be simplified.

Employment Taxes: Autumn Budget 2025
The 2025 Autumn Budget saw changes to employment taxes, including a cap on relief from National Insurance for salary sacrifice pension contributions, the removal of tax relief on non-reimbursed homeworking expenses, an increase in National Minimum Wage (NMW)/National Living Wage (NLW) rates and changes to the eligibility criteria for various share schemes.

Income Tax and National Insurance (for individuals): Autumn Budget 2025
Changes to Income Tax and National Insurance (for individuals) announced at the 2025 Autumn Budget on 26 November 2025 include an increase in the rates of Class 2 and Class 3 National Insurance, separate rates of Income Tax for property income, an increase in the rates of tax on savings income, an increase in the rates of dividend tax and a reform to the current ISA system.

Inheritance Tax: Autumn Budget 2025
Changes to Inheritance Tax (IHT) announced at the 2025 Autumn Budget on 26 November 2025 include IHT thresholds being frozen at their current levels for an additional year until 2031, and the introduction of a spousal transfer on any unused APR/BPR £1m allowance.

Land & Property: Autumn Budget 2025
Changes to land and property announced at the 2025 Autumn Budget on 26 November 2025 include higher rates of Income Tax on property income, the introduction of a 'mansion tax' on high-value properties and a business rates relief package.

Large Corporates: Autumn Budget 2025
Changes for large corporates announced at the 2025 Autumn Budget on 26 November 2025 include a significant focus on Transfer Pricing.

Overseas & Residence: Autumn Budget 2025
Changes to overseas and residence announced at the 2025 Autumn Budget on 26 November 2025 include aligning PAYE and Overseas Workday Relief, abolition of the dividend tax credit for non-UK residents and changes to voluntary NICs for periods spent abroad.

Stamp Taxes: Autumn Budget 2025
Changes to Stamp Taxes announced at the 2025 Autumn Budget include a Stamp Taxes on Shares modernisation project intended to lead to Stamp Duty and Stamp Duty Reserve Tax being replaced by a single tax on transfers of securities that will be known as the Securities Transfer Charge (STC).

VAT: Autumn Budget 2025
VAT changes announced at the 2025 Autumn Budget include the exclusion of ride-hailing services from the Tour Operators Margin Scheme (TOMS) and a new relief for businesses donating goods to charities.
